Postage Rates changed on 1 Dec 1997

On 1 Dec 1997, postage rates in Myanmar was increased for both domestic mail and international mail.  Up to 20 grams of letter, the domestic rate was increased to 2K where previous rate is 50P.  The international mail rate was increased to 30K from 3.5K [1].  After the effective date, the post office applied hand stamps on both local mails and foreign mails to inform the public the changes of rates.

The incoming foreign mail was hand stamped.
